Butabika Hospital Faces Shs102 Billion Funding Shortfall as Mental Health Cases Surge

Butabika National Referral Mental Hospital requires Shs102 billion to cover its wage, non-wage, and capital development needs, but faces significant shortfalls, Executive Director Dr. Juliet Nakku told the Public Accounts Committee on March 16, 2025.

The hospital requested Shs24 billion for staffing but received only Shs9.6 billion in wages, Shs10 billion against a Shs60 billion non-wage need, and Shs2.2 billion for Shs40 billion in capital projects.

Dr. Nakku highlighted severe staffing shortages: 14 psychiatric specialists handle 1,000 patients, far exceeding the ideal one-doctor-to-30-patients ratio, with nurses at one per 60 patients. The staff structure has grown from 533 to 833 positions over two years, but funding is lacking to fill them.

Legislators raised alarms over soaring mental health issues, including 4.6% depression prevalence, rising suicides, and 22.9% among children. Hon. Gorreth Namugga questioned integration of mental health into primary care.

Hon. Asuman Basalirwa praised the hospital’s training programs and inquired about deploying graduates to regional hospitals. Hon. Susan Amero criticized limited public awareness efforts via media.

Dr. Nakku attributed youth mental health crises to unemployment, family breakdowns, academic stress from grueling school schedules, and substance abuse, which accounts for 30% of patients.

She noted ongoing efforts to boost psychologists, counselors, and social workers at district facilities for early intervention, calling on Parliament to advocate for wage enhancements elsewhere. The hospital runs social media campaigns, radio talks, and a call center for awareness.
