Uganda Government Requests Shs6 Trillion Supplementary Budget for 2024/2025 Shortfalls

The government of Uganda has asked Parliament to approve an additional Shs6 trillion in funding to cover unexpected expenditure gaps during the 2024/2025 financial year.
Hon. Henry Musaasizi, Minister of State for Finance, Planning and Economic Development (General Duties), tabled the Supplementary Appropriation (No. 2) Bill, 2025, in the House on Thursday, March 12, 2026. The session was chaired by Speaker Anita Among.
This massive request targets additional costs across the first, second, third, and fourth quarters, spanning various ministries, departments, agencies, and local governments.
The move aligns with Article 156(3) of the Ugandan Constitution, which mandates supplementary estimates for insufficient appropriations or new spending needs. It also follows Article 25 of the Public Finance Management Act, 2015, ensuring thorough justification and review.
Speaker Among has directed the Budget Committee to scrutinize the bill and report back to Parliament.
