Uganda Contracts Kenyan Firm to Develop AI Regulation Strategy

The Ugandan government is crafting a national strategy to guide the adoption and regulation of emerging technologies, including AI and cloud computing. This framework seeks to promote responsible use while advancing the country’s digital economy.

Permanent Secretary Aminah Zawedde of the Ministry of ICT and National Guidance emphasized that AI will drive improvements in health, agriculture, education, and public services. The strategy also prioritizes expanding digital infrastructure, such as better internet, cloud services, and data centers.

Strengthening data governance is a key component to protect privacy and ensure proper data handling. Plans include fostering research partnerships with universities and tech firms for homegrown solutions.

Ambrose Ruyooka, head of ICT research at the ministry, noted the strategy’s alignment with National Development Plan IV, positioning digital transformation as vital for productivity and jobs.

A Kenyan firm led by University of Nairobi professor Timothy Mwololo Waema has been contracted to develop the strategy, helping Uganda tap into tech-driven economic opportunities.
