Former Luweero Clinical Officer to Refund Shs81m for Decade of Ghost Salary

A probe by the Inspectorate of Government (IG) has uncovered that Habib Hussein, a former clinical officer at Bombo Health Centre III in Luweero District, received public service pay without performing his duties.

Hussein began working full-time with AIDS Healthcare Foundation Uganda Cares in Masaka in August 2010 but failed to resign from his government position until 2020. During this period, he irregularly earned Shs81,258,356 from Luweero District Local Government.

The IG’s Mukono regional office found that his actions violated Uganda Public Service Standing Orders, specifically Section F-e, paragraph 1, which mandates resignation before taking other full-time employment.

Hussein has agreed to refund the funds, which will be deposited into the IG asset recovery account at the Bank of Uganda, as stated in an IG statement dated March 10, 2026.

Originally appointed in June 2006 to Nyimbwa Health Centre IV on probation and later confirmed and transferred to Bombo, Hussein repeatedly absented himself before joining the NGO while staying on payroll.
