PAC Probes Delays in PDM Digital Monitoring System Launch

The Public Accounts Committee (PAC) expressed alarm over the delayed launch of the Parish Development Management Information System (PDMIS), a digital tool meant to oversee the Parish Development Model (PDM).

PDMIS, created by the Ministry of ICT and National Guidance with other partners, aims to monitor beneficiaries, fund flows, and results from Uganda’s major poverty reduction effort at the grassroots level. Lawmakers worry that the hold-up could weaken oversight of this multibillion-shilling program, which shifts families from subsistence farming to cash-based economies.

Started in February 2022, PDM provides around Shs100 million yearly per parish for ventures in farming, animal husbandry, and enterprises. Funds reached recipients from January 2023, targeting over 10,000 parishes nationwide.

At a PAC meeting on March 10, 2026, led by Hon. Gorreth Namugga, ICT Ministry officials faced questions on PDMIS progress. Namugga stressed the need for details on its rollout and advantages, calling it a key NRM government initiative.

Peter Ogule, a senior ICT engineer from the ministry, described PDMIS as a modular platform tracking program performance across the country. It covers household registration, community data, financial tracking for the Parish Revolving Fund, and impact evaluation.
