Parliament Orders Education Ministry to Fix Plight of 60+ Ex-MTAC Staff After Merger

Parliament’s Committee on Education and Sports has tasked the Ministry of Education and Sports with addressing the challenges faced by more than 60 former employees of the Management Training and Advisory Centre (MTAC) following its dissolution.

MTAC was dissolved under the Technical and Vocational Education and Training Act, 2025, with its functions, assets, liabilities, students, and select staff transferred to Nakawa Vocational Training College. However, many staff were not absorbed during the transition, leaving them in uncertainty.

During a February 17, 2026, meeting chaired by Hon. James Kubeketerya, officials including State Minister Hon. Peter Ogwang faced scrutiny. Kubeketerya highlighted numerous complaints from affected workers, questioning why they were excluded.

Commissioner Loy Muhwezi noted that MTAC no longer exists, with only Nakawa recognized, and the takeover process is ongoing. She admitted some pre-merger recruitments might have been irregular, sparking MP backlash.

Hon. Emmanuel Ongiertho criticized poor oversight, while Hon. Silas Aogon demanded probes into illegal hires and negligent officials. The ministry sought time for a full transition report.

Minister Ogwang called for formal complaints from staff and cautioned that government cannot absorb illegally recruited personnel without verification.
