Parliament Committee Orders Ministry to Fix Layoff Issues for Over 60 Ex-MTAC Employees

The parliamentary Committee on Education and Sports has tasked the Ministry of Education and Sports with addressing the grievances of over 60 former employees of the Management Training and Advisory Centre (MTAC).
MTAC was dissolved under the Technical and Vocational Education and Training Act of 2025, with its operations, assets, liabilities, students, and staff intended to transfer to Nakawa Vocational Training College.
During a meeting with ministry officials led by State Minister for Sports, Hon. Peter Ogwang, Committee Chairperson Hon. James Kubeketerya highlighted that numerous MTAC workers were excluded from the merger process. He demanded a clear resolution for their status.
Legislators pressed for immediate handling of the workers’ complaints after reports emerged that some staff were not absorbed into the new institution.
Commissioner for Technical and Vocational Education and Training, Loy Muhwezi, explained that MTAC no longer exists post-merger, with only Nakawa Vocational Training College recognized under the ministry. She noted the takeover process is ongoing but revealed some pre-merger hires might have been irregular, sparking backlash.
MP Hon. Emmanuel Ongiertho from Jonam County criticized the ministry’s oversight, questioning how unauthorized recruitments could occur unnoticed. Fellow MP Hon. Silas Aogon called for probes into the hires and any negligent officials.
Muhwezi sought more time for a full transition report, while Minister Ogwang encouraged affected staff to submit formal complaints for review, noting none had reached the Permanent Secretary yet.
