Stop the merrymaking, the discos, the dances, the bars, the sports, the music shows, cinemas and the concerts, these are very dangerous gathering points with the virus around, all these are suspended for 32 days...
President Museveni at State House in Entebbe
The President this evening addressed the nation on the new virus in which he stated that we all don't have immunity to the new virus now that we have never been exposed to it.
The virus does not kill the many people it affects. The number of people affected worldwide is 190,000 and only 5,000 have died, which is 3%, but for Ebola in Uganda, it was 67% of people dying implying that it does not kill as much as Ebola.
The virus enters the body through the soft spots of the body, the nose, the eyes and the mouth, it cannot go through an intact skin.
So if the affected person sneezes out or coughs out near you, the tiny and invisible mucus from the nose enter your nostril or what he/she sneezes out lands on the surface where it can stay alive for 3 hours, and you touch the affected areas, it is then that you will get it.
"The cabinet under my chairmanship on Monday, March 16, 2020 sat and decided as follows;"
Although the key ratio of the virus is not very high compared to Ebola this is only if the victims are in perfect health.
Healthy young people could get infected without them or the people around them knowing that they were attacked. The real danger for society however is for the old people, 70 and above and people with other diseases that they have been surviving with such as;
Tuberculosis, HIV, Diabetes, Hypertension and Cancer. These will be very sick and even die. 1.4M people have HIV, 800,00 have Diabetes, 4.8M have hypertension, 100,000 per year, we must do everything possible that this enemy does not come here to find plenty of dry grass piled up and ready for ignition.
And the dry grass is the big masses of people gathered together and in close proximity and they are the following;
10.7M children are in primary schools, 2M in pre-primary, 314,00 students in Universities and tertiary institutions implying that 15Million Ugandans are gathered in 51,000 points.
It is wise that we close all the primary and secondary schools as well as all the universities and tertiary institutions for one month starting Friday March 20, 2020 at Midday.
"I have decided to close the educational institutions even before the occurrence of a single corona incident because I have observed the situation in the other countries that once the epidemic breaks out, the first aspect to be affected is transport."
2. Religious Gatherings
Prayers in churches, mosques, open air prayers and services on Fridays, Saturday and Sunday. In the interest of people's health, this should be suspended for a month with immediate effect. When it comes to health, it's better to be a coward than to be on the side of caution. Prayers can continue, but from home.
3. Political or Cultural Public meetings - Public Rallies, elections, etc all these are forbidden with immediate effect for 32 days.
4. Uganda by the mercy of God has been spared by not even having a confirmed case of Coronavirus and yet many countries in the world have many cases, these countries are Italy, France, South Kores, China, USA, UK, Netherlands, Switzerland, Sweden, Belgium, Germany, Spain, Norway, Austria, Malaysia, Pakistan and San Morino.
With immediate effect, we ban all outbound movement by Ugandans to or through these countries for 32 days. Foreigners going to those countries are free to do so provided they do not intend to come back within the prohibited time.
5. Mandatory Quarantine
Ugandans coming back from abroad cannot be stopped even those coming from the above mentioned countries, but they will be quarantined from a designated place and will pay the cost for their food.
6. Non Agricultural Work Places
Factories, hotels, large plantations, markets, taxi parks etc can continue operating but with standard operating procedures put out by the Ministry of Health like compulsory hand washing, anyone with symptoms of sickness should not be allowed in, employers should install temperature monitors.
7. Uganda Style Weddings - Pentagon is five sided (The clan members of the bridegroom, the bride, the maternal clans of the two sides, the paternal clans, the school alumni, neighbors and friends all end up at the wedding, therefore, these gatherings should be suspended for 32 days, however, if they insist on marrying, then the wedding can just include less than 10 people and at a later stage, the full wedding can take place.
Relatives, friends, associates, neighbors etc turn up on big numbers, many people could be infected there. We cannot ban burials for 32 days, but we recommend that the relatives nearby should go on with the burial. If the deceased is suspected of dying from the Coronavirus, the state would take over like it as for the Ebola virus.
Cattle keepers, fishermen and so on account for about 10 million families and these are the majority of Ugandans, they can go about their activities. However, tghey should all observe tghe hygiene conditions. Mothly markets should also be suspended for the 32 days.
10. Public Transport
Boda bodas, Taxis, Buses and trains. Everybody can see the clear danger here, many people sitting together for long journeys. It is advisable that if you do not have your own car, don't travel, unless you can't avoid it.
Companies that operate these services should be given standard operating procedures by the Ministry of Health, hand washing, not allowing sick people on board, temperature monitors, however, in the event of an outbreak in a given locality, public transport in that area will be forbidden and the area isolated.
Stop the merrymaking, the discos, the dances, the bars, the sports, the music shows, cinemas and the concerts, these are very dangerous gathering points with the virus around.
Drunkards sit close to one another, they speak with saliva coming out of themselves, they are a danger to themselves, all these are suspended for 32 days.Sponsred Links
The virus spreads through sneezing, coughing out whereby through your mucus, you pollute the air around you, so anyone with a cough or cold should not go to the public, they should self isolate themselves or they will be isolated forcefully if they cannot govern themselves for the general good.
Take in good quantities of oranges and lemon that are good for vitamin C, take plenty of water, at least 3 litres per day, ripe bananas and other fruits that have to be thoroughly cleaned not forgetting the hands.
