200 PRA Rebels got training In Namibia

Two ADF Rebels were on Saturday arrested at the Constitutional Square among the crowd that was gathering for a rally that FDC Leader Dr.Kizza Besigye wanted to stage.Security nabbed the men during the Chaos that ensued after the city Council authorities and the Police banned the rally for security reasons.Police told Besigye and other Party Leaders that they must not hold the rally there.But Besigye insisted on going to the square,prompting the Police to drive him away and scatter his supporters.Party Leaders present included Dr.Sulaiman Kiggundu,Party Chairman,and Maj.Gen Mugisha Muntu,the party Chief Mobiliser.

According to the people who were on the entourage of four time Grammy Awards nominee,Angelique Kidjo,who was in Uganda a few days ago,the singer did not eat any Ugandan food.Apparently the Goodwill Ambassador and Oxfam Campaigner,was not sure she would get any decent food in Uganda and so packed her own food.Snoops say the singer came with enough food to last for three days she was to spend in Uganda.The singer came to Uganda on Saturday night and traveled to the North on Sunday by Road.The Benin-born US singer was here to observe the humanitarian impact of conflict in war ravaged Northern Uganda.She left on Tuesday.

After a heavy battle with the police and security agencies over the launch of party cards, Forum for Democratic Change (FDC) president Kizza Besigye flew to the United States of America on Sunday.

Sources told Red pepper yesterday that Besigye went to America at the invitation of FDC supporters in the US where they were to hold consultative meetings with various stakeholders and sponsors in the Diaspora.

The Conservative Party of the United Kingdom is one of the core sponsors of the FDC and has since 2004 dished millions of cash to the party, especially for capacity building and grassroot mobilisation.

Sources told Red Pepper that Besigye left the country on Sunday at around 2.00pm aboard British Airways and is expected back in the country on December 15.

Sources said Besigye is also to launch the new party cards for the FDC supporters in the Diaspora that is estimated to mobilise over Shs6b for the party.

This comes after the launch of the cards locally flopped last Saturday after police, backed with other state security agencies, dispersed the gathering with tear-gas while quite a number were arrested, detained and released.
While in the US, Besigye is to meet top leaders from the US department of state and Human Rights Watch to discuss democracy and human rights violation in Uganda.

He is also to join his wife Winnie Byanyima and son Anselm who are currently in the US. Of Recenty, Byanyima left Addis Ababa for a new UN top job.

Meanwhile FDC has accepted to relocate to some other venue for the launch of the party cards other than the Constitutional Square in Kampala. FDC spokesman Wafula Ogutu has said FDC's national executive committee is on Thursday to discuss other venue options for the launch of the party cards.

FDC Boss faces 10 charges of Sedition,Criminal defamation

The government is considering preferring a list of fresh charges against Dr. Kizza Besigye following the publication of his account of the Bush War, which is deemed distorted.

Besigye will be charged jointly with the Editor of the Monitor newspaper. The State will then move to seek a permanent injunction restraining Besigye and the newspaper from any further publication of the Bush War memories.

Already 10 charges are being considered mainly relating o defamation and sedition. Sources close to both the State House and Directorate for Public Prosecution have confirmed that there are enough grounds for court action.

Police is investigating a case where former Army Commander, Lt. Gen. Jeje Odongo, is said to have locked up three kikuubo businessmen in his toilet for a week after a business dispute.

The three men are one Kiwanuka, one Paul and Ben, all money dealers in kikuubo.

According to statements they have recorded at the police, Jeje Odongo ordered his aide, Sgt. Okia to arrest them after the general suspected they had fleeced him of $28,000.

Sgt Okia promptly arrested the three men last week and they were locked up in Jeje Odongo's toilet at his Bunga house in a private detention.

Jeje Odongo instructed Sgt Okia to recover the money from the men. If they did not pay up, they had to transfer ownership of their cars into Okia's names.

On Tuesday, two of the men transferred ownership of their cars into Okia's names and they were released. The third, who had not managed to raise the money, was retained in Jeje Odongo's toilet.

Okia started calling the wife of the remaining private detainee demanding the money. The woman had been frantically looking for her husband and she had contacted the police. Police trapped Okia, arrested him. He is now held at the Central Police Station in Kampala.

Police has also rescued the third detainee from Jeje Odong's toilet. The three men recorded statements with the police, which has also impounded the cars that had been transferred into Okia's names.

Jeje Odongo could not be reached for comment as he was reported out of the country.

Former Media Centre boss, Robert Kabushenga, has taken over his new office at The New Vision publishing corporation as acting Chief Executive Officer where he replaced William Pike who was forced out last month.

The bespectacled former company secretary of New Vision took over his new office on Monday morning and now spends most of his time visiting newspaper vendors and sellers to acquaint himself with the way the company is performing on the market.

While on such fact finding missions, Kabushenga moves in the company of Mulengi, the Advertising Manager of the company.

But what surprises snoops is that Kabushenga still drives the State House car, a VX land Cruiser with UC number plates, which he was given while still at the Media Centre

Some time back we told you that Fashion Guru's Sylvia Owori and Santa Anzo were not Seeing each other in the eye after a small misunderstanding.

The misunderstanding came up during the Presidential Performers Awards, which took place at Munyonyo in July when Owori openly campaigned for Sarah Kizito to win the Fashion award which she was vying for with Santa.

To Owori's disappointment, Santa won the award, setting off a bitter row between the two. And as if to add salt to injury, Santa Anzo recently lured former Zipa Models babe, Barbara Asea from Owori's camp to her agency Arapapa Models.

She has even been selected by Santa to be the face of the Uganda Fashion Week that starts on 23rd November. And now word reaching us is that Owori is not happy with whatever Santa is doing and is set to organise a fashion show to rival her Fashion week.

Snoops say Owori's fashion show will take place around the same time as the Fashion week but will be at Garden City. Meanwhile, Sylvia Owori has sponsored the premier of the movie "The Devil Wears Prada" which premiers at Cineplex this Friday.

This includes paying for all the 200 tickets which Cineplex is set to give out free of charge to a select 200 people to watch the first screening of the movie.

Thereafter Owori will treat all the 200 guests to a mouth watering cocktail at the Roof Top Garden City.

The Aya brothers husks-for-grain scandal has deepened with the Chieftaincy of Military (CMI) launching a massive probe into the activities of the Sudanese brothers and their businesses.

The Red Pepper reported on Friday the super scandal where the Kawempe based PanAfric Commodities owned by the Aya brothers, was in big trouble.

The company scooped credit close to $20m from banks and stocked silos full of husks instead of grain to dupe inspectors. PanAfric Commodities presented as collateral their grain stocks in Kampala, Johannesburg and a European capital.

The firm got financing after Cotechna Inspection contracted by banks to supervise the collateral gave it a clean bill of health.

Following several complaints from creditors, banks, suppliers and farmers over non-payment of bills by PanAfric Commodities, Cotechna made a surprise raid of the factory and silos simultaneously in Uganda and South Africa.

The Inspectors got mother of all shocks when they found the silos which they had all along believed to contain hundreds of tons of grain to contain husks.

CMI has joined the investigations and has taken over protection of the present and more Cotechna fraud experts who have been flown into the country to beef up the investigations. Security operatives are also keeping a close eye on the Aya brothers for fear that they might flee.

After having his passport back, singer Jose Chameleon is set to embark on a two week-long trip to Europe to raise some quick cash by holding various shows in different countries after missing out on many deals when his passport was confiscated by the American Embassy.

He sets off this Friday, to perform at the Mayor's conference in London on 19th November, where he has been invited to perform alongside other top artistes from across the globe.

Snoops say the singer will fly on the same plane with the Mayor of Kampala, Al Hajji Nasser Ntege Sebagala, who is going to attend the conference. While in London, Chameleon will also take part in the "Drum Up Events" festival, which takes place later this month in London.

It's organised by the Africa Youth League, a non governmental organization based in London that sensitises African youths against AIDS and takes two weeks. Other artistes from the East African region to perform at the festival are Red San from Kenya and Mr. Nice from Tanzania.

We are told the youth festival is the reason Chameleon's brother Humphrey Mayanja, who also doubles as his manager, is in London to prepare for the singer's arrival and stay.

Intelligence bust new plot to oust Gov't
BESIGYE PLANS MASSIVE CITY TRADERS STRIKE
'He plans to bring Museveni to his knees with series of crippling strikes'

Opposition FDC leader Dr Kizza Besigye is planning a series of strikes in the city including mobilising traders onto the streets, especially in December.

Intelligence sources said the week-long strikes at Makerere and Kyambogo universities were part of the general plot to bring the city to a standstill.

Makerere University was closed this week and all students sent away when they rioted in support of their striking teachers. The teachers were demanding the pay-rise promised by the President in 2004.

Sources said Besigye wanted the strikes to intensify in December to hit the Uganda Revenue Authority peak season. The series of strikes would also threaten and disorganise plans for next year's Commonwealth Heads of Government Meeting.

The traders would be also protesting the proposed tax regime that covers the Property Tax due to come into force next year.

One of Besigye's prominent lawyers attended most of the meetings by the striking staff. Besigye last week hosted the Makerere guild president Gerald Karuhanga at his Mbuya home. He thanked, with sarcasm, the students for completing the year peacefully while their teachers were starving. Karuhanga reportedly relayed this comment to many students via sms.

The students reportedly interpreted this as a challenge and they joined in the strike the following morning.

Soon after he lost the February 23 presidential election, Besigye said he would move countrywide and mobilise people into popular civil disobedience to make President Museveni's third term a nightmare. Besigye has also repeatedly said Museveni will not rule up to 2011.

Sources said he had also wanted the two million displaced people in northern Uganda to remain in the camps and not to return home.

Intelligence sources said Besigye had planned to incite the war-weary people in camps to storm out and march towards Kampala in protest against the government. (See related story in Intelligence Briefing)

"A sea of people would be a big problem. How do you handle even one million people descending on the city?" said an intelligence source.

The plans for strikes were hatched after Besigye and the FDC dropped ideas for an armed struggle. FDC held several retreats, mainly at the Ranch-on-the-Lake Resort with the main agenda of how to fail Museveni.

The key leaders in this scheme include Dr Muniini Mulera, based in Toronto, Canada, Sam Akaki based in the UK and Anne Mugisha Bwomezi. The local leaders are Bdadiri MP Nandala Mafabi, Reagan Okumu and Augstine Ruzindana.

Sources said the FDC has advised the students to take a sabbatical leave or a dead year or place themselves into outside universities.

The sources also said the FDC had poured money into the leadership of MUASA (Makerere University Academic Staff Association) to encourage them continue with the strike. The FDC has also penetrated the medical workers who are now in the final stages of staging a strike.

Intelligence sources further said the FDC has encouraged the medics to make unrealistic demands. Doctors reportedly want a take-home pay of Shs2m and nurses are preparing to demand a Shs0.5m salary. Workers MP Martin Wandera, who is also a senior figure in the FDC, is reported to be coordinating the medical workers.

According to our source, the FDC has also penetrated the civil society organizations to come under one umbrella and raise their voice. These NGOs will portray Uganda as becoming more corrupt. They will also call on the international donors to reconsider the funding to Uganda. The coordinator for this sinister plot is Wafula Oguttu.

Oguttu was until recently board chairman for the Anti-Corruption Coalition.

The High court yesterday allowed Forum for Democratic Change president Col.Kizza Besigye to recover his passport to travel abroad next week as he had earlier asked.Besigye had earlier this week asked for the Passport number BD0458900 saying he wanted to accompany his wife Winnie Byanyima to New York,USA, where she has relocated to work at the United Nations Development Programme (UNDP) at its headquarters.Mrs Besigye had been working at the African Union Headquarters-Gender Desk in Addis Ababa,Ethiopia.He argued he wanted to help her in logistical matters of relocation like getting a new home,school for their Child Anselm and other matters.He was also to present a paper on ''Uganda's Political Evolution with particular reference to Multi-Party Electoral Democracy'' at a public forum at the Woodrew Wilson International Centre of Scholars in USA on November 21.When the application came up for hearing ,state hired private prosecutor Oscar Kambona did not object and court allowed Besigye to get the passport.His Lawyer David Mpanga picked it for him.Court ordered him to return the passport within five days after his return on Nov.30.

AYA BROTHERS CON BANKS OF SHS 37 BILLION
CHOGM Hotel Project Hits Dead End

Now this is a Mega Scandal ! A cereals company owned by the AYA Brothers is on big trouble after it scooped credit close to $20m and allegedly stocked grain in a suspicious attempt to dupe bank inspectors.The Kawempe based Pan Afric Commodities was on Friday raided by Bank agents and security personnel and it risks getting its assets seized.Pan Afric Commodities,a one time major dealer and exporter of grain,acquired loans from various financial institutions to what our sources said it was close to $20m.Pan Afric Commodities presented as collateral their grain stocks in Kampala,Johannesburg and a European Capital.The firm got financing after Cotechna Inspection,contracted by banks to supervise collateral,gave it a clean bill of health.But Cotechna kept supervising the management of the collateral in order to advise banks accordingly.Pan Afric Commodities kept a regular fleet of trailer trucks ,loaded with produce at the Kawempe silo site.The silos too were full.This gave the impression that the silos were full of grain and more on the trucks indicating booming business.Whenever the inspection team arrived this is what they found.But Cotechna became suspicious when,for some reason Pan Afric Commodities stopped buying produce.It was no longer servicing loans.Worse still it had not paid suppliers for along time.After complaints from various quarters ,Cotechna on Wednesday made a simultaneous raid at all Pan Afric silo sites in Uganda,and South Africa,this time inspecting each and every silo.And then the shock!The Inspectors were astounded to find that the silos were full of what looked like husks not grain.All along the Cotechna inspectors thought the silos were full of grain .The presence of the trucks loaded every day gave the impression of booming business.How wrong they were!

Sources said this put the planned Hilton Hotel at great risk ,since there 14 acres of  prime land at Nakasero allocated to the AYA Brothers for the Hotel might also be seized by Banks.President Museveni used his prerogative to allocate the land to the Aya brothers on a 99-year lease.He later ordered for the lease to be slashed to 49 years after the Aya brothers failed to start construction on time.The Proposed Hotel led to the rapid demolition of the Uganda Television studios and office at Nakasero.The much-hyped hotel estimated to cost $90m was meant to grace the Kampalaskyline by next July ahead of the Commonwealth conference slated for November next year.

President now rents a small house in Buziga

President Yoweri Museveni has shifted residence from State House to a private house in Buziga.He is now renting a small house from a private citizen.State House is the official residence of the President.Apart from being a palatial and Majestic home,State House also contains many other facilities for office and meeting purposes.When the President and his wife returned from China on Monday,their convoy drove straight to this modest middle-class house in Buziga,which had already been secured by the Presidential Guard Brigade.He has since stayed there..For more on the story get the Red Pepper of today.

After taking the artiste of the year accolade at the recently concluded Pam Awards ,singer Bobi Wine is living on cloud nine.He has promised to hold a series of bashes throughout the country to thank his fans for voting ''wisely''.On Monday Bobi Wine bought 10 cows each valued at shs 200,000/-  for the ''Tujjakessa'' Show for Musicians that will be held at Nakivubo on November 12, 2006.Its not clear whether Bobi Wine will perform since he has in the past said he cannot sing on the stage that has been graced by his nemesis Jose Chameleon

Security Chiefs on Monday deployed 2000 undercover operatives to Makerere University following intelligence reports that the opposition FDC elements were instigating students into an Orange revolition,by striking and staging a demo to State house.The intelligence reports indicated that Makerere Guild President Gerald Karuhanga had been holding night meetings with FDC President Dr.Kizza Besigye at the FDC leaders home in Mbuya.The night meetings were to plan for a student strike in support of the striking teaching staff.More in the Red Pepper of today..

    Former Ministers Mike Mukula and Jim Muhwezi are in panic over the looming seizure of their property to recover the Global fund Money lost when they presided over the Health Ministry.Their Property which is estimated in billions is likely to be seized in less than two weeks,ahead of the November 15 deadline that the Global fund issued to Uganda.On that date the Global Fund will close  the taps and Uganda will lose about$ 175m meant for AIDS,Malaria and Tuberculosis.
