PUBLIC SERVICE COMMISSION

Applications are invited from suitability qualified Ugandans to fill the following vacant posts. Applications should be submitted in Triplicate on Public Service Commission form No.3 (1972) to the Secretary, Public Service Commission,
P. O. Box 7080, Kampala
to be received not later than 31st July 2006.

The application Forms are obtainable from the Public Service Commission Office, 2nd Floor, Farmers House, Kampala and also from Ministry/Department/ Headquarters and District Service Commission Offices. Hand written applications are also
acceptable. Applications should bear the Title of the post as well as the reference number specified against the vacancy.

Applicants should attach three sets of photocopies of their certificates and testimonials plus three recent certified passport size photographs.

Those already in Government Service should route their applications through their Heads of Departments who should be informed of the closing dates to avoid delay. Applicants should be Ugandans holding an Honours Bachelors Degree in Psychology or any other Degree with papers covering Occupational and Organizational Psychology from a recognized University/Institution, plus a minimum of a Masters Degree
in Organizational Psychology.

Applicants should have a minimum of ten [10] years working experience, three [3]of which should have been served at the level of Assistant Commissioner in Government or equivalent level of experience in designing, administering and managing selection examinations. MINIMUM QUALIFICATIONS AND WORKING EXPERIENCE:

Applicants should be Ugandans holding an Honours Bachelor's Degree in either Social Work and Social Administration or Social Sciences or its equivalent majoring in Sociology as a subject from a recognized University/Institution. Possession
of a minimum of a Postgraduate Diploma in Social Sciences or Communication will be an added advantage. Knowledge of computer is essential.

Applicants should have at least three (3) years working experience gained at the level of Sociologist in Government or equivalent level of experience from a reputable organization. In addition, he or she should possess good interpersonal

DUTIES:

The incumbent will be responsible to the Assistant Commissioner, Water Liaison Unit for performing the following functions:-

- Coordinating the development of guidelines/procedures for implementing/reporting community mobilization activities for water and sanitation for Local Governments and the Directorate of Water Development.

- Coordinating the development of strategies/tools/manual and other Information Education and Communication (IEC) materials for community mobilization for water and sanitation and reviewing them from time to time.

- Networking with relevant stakeholders (Ministries of Health, Gender, Labour and Social Development, Education and Sports, NGOs, Private Sector and others) in monitoring the use of IEC materials and impact tracking.

- Monitoring, evaluating and regulating the implementation of community mobilization and integration of gender strategies in water sector activities.

- Participating in identification and prequalification of consultants, evaluation of proposals and drawing of contracts to ensure social and gender issues are integrated.
