Farm Income Enhancement and Forestry Conservation Project


The Government of the Republic of Uganda through the Ministry of Water and Environment has received a grant/loan from the African Development Fund (ADF) in various currencies towards the cost of the Farm Income Enhancement and Forestry
Conservation Project. It is intended that part of the proceeds of this loan/grant will be applied to eligible payment for the recruitment of qualified Ugandans in the National Coordination Unit.

The project objective is to improve farm incomes, rural livelihoods and food security through sustainable natural resources management and agricultural enterprise development. The Project is housed in the Ministry of Water and Environment
(MWE) and comprises three main components: i) Forestry Support, with two sub-components (Community Watershed Management; and Tree Planting); ii) Agricultural Enterprise Development with four sub-components (Soil Fertility Management; Small Scale Irrigation and Crop Development; Apiculture Promotion; and Agricultural Marketing); and iii) Project Coordination and Management. The project will be implemented over a 5-year period.




Under direct supervision of the National Project Coordinator (NPC), the Secretary will ensure that the office administrative functions are established and maintained.In this context, the secretary will

  • Arrange all meetings for the national project coordination unit (NPCU)
  • Management of office petty cash and submitting timely accountability
  • Register all incoming and outgoing mail for the project and submit all incoming and outgoing mail to the NPC for perusal and appropriate action
  • File all correspondence in accordance with standard office practices
  • Prepare and dispatch correspondence as required by the NPCU
  • Manage photocopy and fax correspondence activity as required by the NPCU
  • Prepare requests for stationery and maintain stores ledger as well as adequate stock levels
  • Interface with the clientele of the NPCU through the established mediums of communication
  • Maintenance of the equipment
  • Ensure adequate management of archives and dossiers
  • Give general office support to the NPCU staff

    Any other duties assigned by the NPC within the scope of these terms of reference


  • Diploma in secretarial or business management
  • Minimum of 5 years experience in secretarial/administrative work
  • Computer literacy
  • Relevant financial management skills
  • Good knowledge in office administration
  • Ability to work in a team
  • Ability to work with minimum supervision and with good organizational and planning skills

Duration: 5 years (6 months probation) with possibility of extension
Duty station: Kampala with numerous travels to the districts
Reporting: The successful applicant is expected to report immediately
